Le chef du renseignement du M23, John Imani Nzenze, et le responsable des op\u00e9rations sp\u00e9ciales des FDLR, Gustave Kubwayo, ont \u00e9t\u00e9 sanctionn\u00e9s mardi 2 juin 2026 \u00e0 Washington par le d\u00e9partement am\u00e9ricain du Tr\u00e9sor afin d’appuyer les efforts diplomatiques visant la paix dans l’est congolais.<\/strong><\/p>\n

Les mesures annonc\u00e9es par Washington pr\u00e9voient notamment le gel de tous les avoirs d\u00e9tenus par les deux personnalit\u00e9s sur le territoire am\u00e9ricain ou sous le contr\u00f4le de ressortissants am\u00e9ricains. Elles s’inscrivent dans la strat\u00e9gie de pression adopt\u00e9e par les \u00c9tats-Unis contre les acteurs accus\u00e9s d’alimenter l’instabilit\u00e9 persistante dans l’est de la RDC.<\/p>\n

Parmi les personnes vis\u00e9es figure John Imani Nzenze, consid\u00e9r\u00e9 comme l’un des collaborateurs les plus influents de Sultani Makenga, coordonnateur militaire de l’AFC-M23. \u00c0 la t\u00eate du renseignement du mouvement, il est pr\u00e9sent\u00e9 par les autorit\u00e9s am\u00e9ricaines comme un acteur majeur dans l’organisation et la conduite des op\u00e9rations du M23 depuis sa cr\u00e9ation.<\/p>\n

Le parcours de John Imani Nzenze est \u00e9troitement li\u00e9 \u00e0 celui de Sultani Makenga. Les deux hommes ont \u00e9volu\u00e9 au sein du RCD durant les guerres du Congo avant de rejoindre le CNDP dirig\u00e9 par Laurent Nkunda. Apr\u00e8s les op\u00e9rations de mixage et de brassage ayant conduit \u00e0 leur int\u00e9gration dans les FARDC en 2009, ils ont quitt\u00e9 l’arm\u00e9e congolaise quelques ann\u00e9es plus tard pour lancer le Mouvement du 23 mars.<\/p>\n

Cr\u00e9\u00e9 en 2012, le M23 affirmait alors r\u00e9clamer l’application de l’accord sign\u00e9 le 23 mars 2009 entre le CNDP et le gouvernement de Joseph Kabila. Au cours de cette p\u00e9riode, John Imani Nzenze a occup\u00e9 plusieurs fonctions strat\u00e9giques au sein de la structure militaire du mouvement.<\/p>\n

Le d\u00e9partement am\u00e9ricain du Tr\u00e9sor rappelle \u00e9galement que l’int\u00e9ress\u00e9 a particip\u00e9 aux op\u00e9rations men\u00e9es contre les positions des FARDC lors des affrontements de 2012 et 2013. Apr\u00e8s la d\u00e9faite militaire du mouvement en novembre 2013, plusieurs de ses cadres et combattants avaient trouv\u00e9 refuge en Ouganda et au Rwanda.<\/p>\n

Les sanctions am\u00e9ricaines concernent aussi Gustave Kubwayo, alias \u00ab Colonel Sirkoof \u00bb, identifi\u00e9 comme chef d’une unit\u00e9 de renseignement et d’op\u00e9rations sp\u00e9ciales des FDLR dans le territoire de Nyiragongo, au Nord-Kivu. Washington lui reproche son implication dans les activit\u00e9s de ce mouvement arm\u00e9 op\u00e9rant dans l’est de la RDC.<\/p>\n

\u00c0 travers cette d\u00e9cision, les autorit\u00e9s am\u00e9ricaines r\u00e9affirment leurs exigences envers les parties concern\u00e9es. Elles demandent \u00e0 la RDC de poursuivre les efforts visant \u00e0 neutraliser les FDLR et leurs affili\u00e9s, tandis que le Rwanda est appel\u00e9 \u00e0 retirer ses forces du territoire congolais et \u00e0 mettre fin \u00e0 tout appui au M23, conform\u00e9ment aux engagements contenus dans les Accords de Washington du 4 d\u00e9cembre 2025.<\/p>\n

Depuis la r\u00e9apparition du M23 \u00e0 la fin de l’ann\u00e9e 2021, les affrontements ont provoqu\u00e9 le d\u00e9placement de plusieurs millions de personnes. Le mouvement, d\u00e9fait en 2013 puis reconstitu\u00e9 apr\u00e8s plusieurs ann\u00e9es de pr\u00e9sence en Ouganda et au Rwanda, demeure au c\u0153ur des pr\u00e9occupations s\u00e9curitaires et diplomatiques dans la r\u00e9gion des Grands Lacs.<\/p>\n
