Le Ministre des Mines, Louis Watum Kabamba, engage une action ferme et sans \u00e9quivoque pour garantir aux travailleurs congolais leur part l\u00e9gitime dans la richesse qu\u2019ils contribuent \u00e0 cr\u00e9er<\/strong>.<\/p>\n<p>Conform\u00e9ment \u00e0 l\u2019article 71 bis du Code minier et \u00e0 l\u2019article 144 bis du R\u00e8glement minier, toute soci\u00e9t\u00e9 mini\u00e8re op\u00e9rant sur le territoire national est l\u00e9galement tenue d\u2019accorder aux travailleurs de nationalit\u00e9 congolaise une participation de 5 % dans son capital social. Cette disposition n\u2019est ni symbolique ni facultative : elle consacre le droit des Congolais \u00e0 \u00eatre copropri\u00e9taires de l\u2019industrie mini\u00e8re de leur pays.<\/p>\n<p>Pendant trop longtemps, cette exigence a \u00e9t\u00e9 ignor\u00e9e, contourn\u00e9e ou rel\u00e9gu\u00e9e au second plan, au d\u00e9triment des travailleurs congolais. En y mettant fin, Louis Watum Kabamba op\u00e8re un r\u00e9\u00e9quilibrage historique et affirme une v\u00e9rit\u00e9 fondamentale : les minerais de la RDC doivent d\u2019abord b\u00e9n\u00e9ficier aux Congolais.<\/p>\n<p>Les soci\u00e9t\u00e9s mini\u00e8res d\u00e9j\u00e0 en conformit\u00e9 sont tenues de produire imm\u00e9diatement les preuves documentaires requises. Celles qui ont choisi de s\u2019affranchir de la loi se voient accorder un dernier moratoire, expirant le 31 juillet 2026. Pass\u00e9 ce d\u00e9lai, l\u2019\u00c9tat appliquera sans faiblesse les sanctions pr\u00e9vues par la loi.<\/p>\n<p>Cette d\u00e9marche marque une rupture politique claire : les travailleurs congolais ne sont plus de simples ex\u00e9cutants, mais des acteurs \u00e0 part enti\u00e8re, associ\u00e9s au capital, \u00e0 la valeur et \u00e0 l\u2019avenir du secteur minier.
