Le maire de Goma sous administration du M23, Julien Katembo Ndalieni\u00a0 a fix\u00e9 \u00e0 11 heures, l’ouverture des Nganda, cabarets, et bars en ville de Goma, au Nord Kivu, dans l’Est de la RDC. Cette d\u00e9cision a \u00e9t\u00e9 prise ce mardi lors d’un \u00e9change avec les propri\u00e9taires et tenanciers des Nganda et h\u00f4tels de petite taille, tenu dans la matin\u00e9e de ce mardi, \u00e0 la mairie de Goma.<\/strong>

“Nous vous avons invit\u00e9s \u00e0 cette r\u00e9union qui rev\u00eat une mission p\u00e9dagogique, c’est-\u00e0-dire, pour vous sensibiliser \u00e0 la mani\u00e8re de travailler pour la s\u00e9curit\u00e9 de la ville. C’est pourquoi nous fixons \u00e0 11 heures, l’ouverture des cabarets,” a indiqu\u00e9 l’autorit\u00e9 urbaine sous administration du M23.

D’autres points saillants tels que, l’exploitation physique et sexuelle des enfants mineurs, la pr\u00e9sence des hommes en uniforme dans les Nganda, avec ou sans arme, exc\u00e8s de volume de la musique \u00e0 des moments tardifs, les maisons de tol\u00e9rance, remplissage des bulletins d’enregistrement des personnes ayant pass\u00e9es nuit dans les h\u00f4tels de petite taille et faire rapport \u00e0 qui de droit, ont \u00e9t\u00e9 d\u00e9battus et conclus.

Par rapport \u00e0 l’augmentation de volume de la musique \u00e0 des heures tardives, autrement dit tapage nocturne, est un fait infractionnel, condamnable par la loi. Ainsi le maire de la ville a demand\u00e9 de le r\u00e9duire sensiblement pour permettre aux voisins de se reposer paisiblement.

Il a interdit formellement l’exploitation des filles mineures dans les Nganda et maison de tol\u00e9rance. Celui qui sera attrap\u00e9 dans cette infraction, sera puni par la loi.

Profitant de l’occasion, le maire a \u00e9galement sensibilis\u00e9 les propri\u00e9taires et tenanciers des cabarets, Nganda et bars, \u00e0 la propret\u00e9 de leurs agents et du lieu de travail ainsi que leur entourage.

De leur c\u00f4t\u00e9 les propri\u00e9taires et tenanciers des Nganda ont reconnu que le travail qu’ils font, les expose \u00e0 beaucoup de dangers. Toutefois, ils ont souhait\u00e9 \u00e0 ce que le payement de la multitude des taxes se fasse en une fois dans un guichet unique.

Disons que plus d’une centaine de propri\u00e9taires et tenanciers des Nganda et cabarets, ont r\u00e9pondu \u00e0 l’appel du maire Julien Katembo Ndalieni. Ce dernier \u00e9tait entour\u00e9 de son adjoint, D\u00e9sir\u00e9 NGABO KISUBA, en charge de l’administration et Finances, du d\u00e9l\u00e9gu\u00e9 du commandant police ville,\u00a0 et de service de s\u00e9curit\u00e9.
