{"id":61287,"date":"2024-12-15T11:33:21","date_gmt":"2024-12-15T09:33:21","guid":{"rendered":"https:\/\/lesvolcansnews.net\/?p=61287"},"modified":"2024-12-15T11:45:08","modified_gmt":"2024-12-15T09:45:08","slug":"rdc-rwanda-le-president-felix-tshisekedi-est-arrivece-dimanche-en-angola","status":"publish","type":"post","link":"https:\/\/lesvolcansnews.net\/?p=61287","title":{"rendered":"RDC &#8211; Rwanda : Le pr\u00e9sident F\u00e9lix Tshisekedi est arriv\u00e9 ce dimanche en Angola"},"content":{"rendered":"\n<p><strong>Le Pr\u00e9sident de la R\u00e9publique D\u00e9mocratique du Congo, F\u00e9lix Tshisekedi, a atterri ce dimanche matin \u00e0 Luanda, capitale de l&#8217;Angola, o\u00f9 il doit participer \u00e0 une rencontre au sommet avec ses homologues angolais Jo\u00e3o Louren\u00e7o et rwandais Paul Kagame.<\/strong><\/p>\n\n\n\n<p> Cette r\u00e9union s\u2019inscrit dans le cadre du Processus de paix de Luanda, un m\u00e9canisme de m\u00e9diation destin\u00e9 \u00e0 mettre fin \u00e0 la violence persistante dans la r\u00e9gion de l\u2019Est de la RDC.<br \/><br \/>Selon la Pr\u00e9sidence de la R\u00e9publique D\u00e9mocratique du Congo, cette rencontre tripartite pourrait d\u00e9boucher sur un accord mettant fin aux hostilit\u00e9s entre les forces congolaises et les groupes arm\u00e9s, notamment le M23, ou aboutir \u00e0 un engagement ferme pour le d\u00e9sengagement des forces arm\u00e9es rwandaises (RDF) du territoire congolais. La pr\u00e9sence des RDF en RDC est un sujet de tension majeur, largement document\u00e9e par les experts des Nations Unies, et constitue l\u2019un des principaux points de discorde dans la crise r\u00e9gionale.<br \/><\/p>\n\n\n\n<p><br \/>Avant le sommet, les ministres des Affaires \u00e9trang\u00e8res des trois pays ont tenu des discussions \u00e0 Luanda samedi, visant \u00e0 finaliser un texte \u00e0 soumettre aux chefs d&#8217;\u00c9tat. Toutefois, la signature de l&#8217;accord a \u00e9t\u00e9 retard\u00e9e apr\u00e8s une proposition du Rwanda, qui a insist\u00e9 sur la condition pr\u00e9alable d&#8217;un dialogue direct entre la RDC et le M23. Cette exigence, selon les autorit\u00e9s congolaises, est inacceptable, le gouvernement de F\u00e9lix Tshisekedi refusant cat\u00e9goriquement de n\u00e9gocier avec ce groupe arm\u00e9, qu\u2019il consid\u00e8re comme un acteur terroriste.<br \/><br \/>&#8220;Cette d\u00e9marche a \u00e9t\u00e9 retard\u00e9e suite \u00e0 la proposition du Rwanda demandant \u00e0 la RDC de n\u00e9gocier directement avec les terroristes du M23&#8221;, a indiqu\u00e9 la Pr\u00e9sidence.<\/p>\n\n\n\n<p><br \/>Le sommet de Luanda pourrait s&#8217;av\u00e9rer d\u00e9cisif pour l&#8217;avenir de la stabilit\u00e9 dans la r\u00e9gion des Grands Lacs, o\u00f9 les conflits li\u00e9s aux groupes arm\u00e9s, \u00e0 la politique et aux int\u00e9r\u00eats g\u00e9ostrat\u00e9giques sont de plus en plus complexes.
