(Observation)"},"content":{"rendered":"\n<p><strong>Le parc \u00e0 bois moderne et public du poste frontalier de Kasindi install\u00e9 \u00e0 Kambo, un village situ\u00e9 \u00e0 environ 7 kilom\u00e8tres du centre de Lubiriha sur la route nationale n\u00b04 axe Beni-Kasindi, en secteur de Ruwenzori dans le territoire de Beni au Nord-Kivu, est loin de concr\u00e9tiser l&#8217;id\u00e9e initiale du gouvernement central de la R\u00e9publique D\u00e9mocratique du Congo. Celle de maximiser essentiellement les recettes et lutter contre la fraude fiscale dans le secteur forestier.<\/strong><br><br>C&#8217;est vrai que, les contr\u00f4les et proc\u00e9dures d\u2019exportation sont pratiqu\u00e9es au quotidien cependant, les agents et cadres des services \u00e9tatiques sont dans une l\u00e9thargie d&#8217;assiduit\u00e9 dans la quasi-totalit\u00e9 des mouvements y aff\u00e9rents.<br><br>Pour preuve irr\u00e9futable, les installations mise au profit de cette infrastructure sont presque d\u00e9labr\u00e9s et les portes s&#8217;ouvrent \u00e0 compte goutte. L&#8217;on appercoit m\u00eame l&#8217;herbasse exorbitante \u00e0 l&#8217;entr\u00e9e du parc \u00e0 bois.<br><br>Les op\u00e9rations d&#8217;entr\u00e9es et de sorties ne sont pas r\u00e9guli\u00e8rement v\u00e9rifi\u00e9es par les agents de l&#8217;ordre puisque, la gu\u00e9rite est abandonn\u00e9e et commence m\u00eame \u00e0 se d\u00e9t\u00e9riorer pour faute d&#8217;entretien. Et aussi, les bois sci\u00e9s ne sont plus \u00e0 l&#8217;abri des intemp\u00e9ries de la saison s\u00e8che ou pluvieuse.<br><br>Des sources entrecoup\u00e9es renseignent que, certains dysfonctionnement qui s&#8217;effectuent depuis maintenant deux ans auraient entra\u00eener un climat de m\u00e9sentente entre le comit\u00e9 de gestion et quelques services habilet\u00e9s.<br><br>Au finish, l&#8217;option motrice qui avait n\u00e9cessiter l&#8217;\u00e9rection de ce parc \u00e0 bois ne donne pas lieu \u00e0 penser \u00e0 un avenir de bon augure. Comme qui dirait le gouvernement congolais devrait s&#8217;\u00e9pargner les d\u00e9penses inutiles et rester dans le syst\u00e8me d&#8217;exportation traditionnelle.<br><br>Dans la foul\u00e9e, l&#8217;on observe une s\u00e9v\u00e9rit\u00e9 quant \u00e0 la transparence sur le march\u00e9 du bois congolais surtout estampill\u00e9s avant de quitter le sol congolais.
